-President Bartholomew and executive committee have been monitoring
-Lobbyist Jenny Tyler and Jim Carney do a tremendous job for us!
I. Concussion legislation overview:
-Executive Committee (EC) began to draft concussion legislation in January.
-In February, a bill draft was released from the Senate with sponsoring from the Iowa Brain Injury Association
-Similar bill as IATS draft
-One question that differed between the two drafts was who would be included as the “licensed health care provider trained in the evaluation and management of concussions and other brain injuries”
-IATS decision was to remain “neutral” on this
-The rational for this position is that the IATS feels it is not responsible to determine who is qualified/not qualified nor does the IATS want this responsibility
-Any “turf war” over legislation usually results in a bill “dying”
-Now, do we all have personal opinions about this? Sure we do!
-One version listed the providers, which included Athletic Trainers.
-The version we originally choose to use, was more generic, ie, “licensed health care provider trained in the evaluation and management of concussions and other brain injuries”.
II. Orthotists/Prosthetists/Pedorthists Licensing
-Began as SSB 1027
-SF 226
-Now SF364
-Language in this bill states, “This chapter does not prevent or restrict the practice, services, or activities of any of the following:
1. A person licensed in this state by any other law from engaging in the profession or occupation for which the person is licensed, including but not limited to persons set out in section 147.1, subsections 3 and 6. [ATHLETIC TRAINERS AND THE PROFESSION OF ATHLETIC TRAINING ARE SPECIFICALLY LISTED IN CODE SECTION 147.1, SUBSECTIONS 3 AND 6]”
-IATS supports this bill as it is currently written.

1. Continued updating of IATS website, met with Past President, Secretary, and Treasurer for in service regarding website modification and adding to event calendar.
2. Worked on improving efficiency for IATS members to register for MAATA and IATS Clinical Symposium through IATS website
3. Updated website with pertinent news and continuing education opportunities throughout the state.
4. Communicated with MAATA and NATA PR chairs routinely throughout the year
5. Promote IATS at district and national levels through sending information to MAATA and NATA regarding activities occurring in Iowa as it relates to athletic training.
6. Assisted in coordination of the IAHSAA State Wrestling Duals held in Cedar Rapids in February.

-possible proposal that if schools don’t contribute to scholarship drive that maybe they shouldn’t be eligible for the scholarship
-Need better contact with colleges and universities

1. IGHSAU and Licensed Athletic Trainers
-Proposed guidelines for Postseason play and team AT
-All postseason play has 23 seat bench
-IGHSAU does not dictate who can sit on bench
-Proposed 23 seat + addition of Licensed AT
-Team makes playoffs 23 names are given to IGHSAU, if AT is included no change.
-If AT is not included contact IGHSAU either by phone 515-288-9741 or website www.ighsau.org
-You will be asked to submit your licensure number.
-You may be asked for photo identification at pass gate.
-IGHSAU will check status of licensure and add your name as plus one.
-This change will not exclude teams that want to bring “other” medical providers.
-“Other” medical providers may be included but only under the 23 roster rule
-Licensure number and photo id are in place so rule change is not misused by teams and protects the AT profession.
2. IHSAA State Dual Tournament
-3rd year of IATS involvement
-6 Athletic Trainers
-6 students representing Coe, Loras, and Iowa
-IATS scholarship fund receives benefit from volunteer effort.
-IHSAA donates $700.00 for LAT coverage at State Dual Team Wrestling Tournament to fund IATS Scholarships
-Thank you to those who volunteered and Kevin Melchert for organizing this effort.
